Is it illegal to host a poker tournament in a rented hotel convention room?

It looks like unless it is “dockside gambling” it would be illegal. Not that you couldn’t get away with it.
A loop hole would be to make a portion of the buy-in go to charity and pay the winners off with prizes and not money, like a flat screen tv for example.
